No, feli_hh, the penis is not a muscle. There is no muscle tissue in the penis at all. It is almost entirely a spongy material that expands and firms up when it's engorged with blood. It does not atrophy; it does not degenerate.
It's true that your erections will be weaker after a long time in chastity, which can look smaller, so some people think it is smaller.
However, this is simply your body which has discovered that trying to get fully erect is useless and possibly painful, so it stops trying to do it.
Given some post-chastity time and retraining, though, your body can figure out that erections are possible, just as easily as it figured out they're not possible. Once that happens, your erect penis will be the same size it was before your lockup.
